Mr. Lay Hongtek is an accomplished attorney-at-law with a strong academic and professional background in international and domestic legal practice. He has joined SIN & Partners Law Office since 2018, where he provides strategic legal counsel and represents clients across a broad range of practice areas, including corporate law, real estate, banking and finance, labor law, and arbitration. His meticulous approach ensures favorable and cost-effective outcomes for his clients.

In addition to his legal practice, Mr. Hongtek is a dedicated academic, serving as a lecturer at the Royal University of Law and Economics since 2019. His teaching is grounded in a comprehensive understanding of legal principles and practical applications, fostering the next generation of legal professionals.

Mr. Hongtek holds a Master’s Degree in International Law from the Transnational Law and Business University in Seoul, South Korea, where he specialized in international private law . During his time in Korea, he participated in field studies at international organizations such as WTO, WIPO, ICC, and the European Commission, further enriching his global perspective. He also holds an LL.B. from the Royal University of Law and Economics in Cambodia.

Mr. Lay Hongtek is extensively qualified in multiple legal and professional domains. He is certified in the 3rd Training and Examination for Approved Persons in the Trust Sector and the 25th Training and Examination for Approved Persons in the Securities Sector, showcasing his expertise in trust and securities matters. He has also completed the Commercial Arbitration Skills Training Course, enhancing his capabilities in arbitration.
