Mr. KAING Pheng

Mr. KAING Pheng, Partner of SIN & Partners, brings a distinguished background in Corporate Law, Real Estate, Labor Law, and Business Licensing. He is known for providing practical and strategic legal guidance to a diverse client base, including Cambodian and foreign companies across sectors.

Mr. Pheng graduated from University of Lumière Lyon 2 (Lyon, France) with an LL.M. specializing in Labor and Social Security Law. He also holds an LL.B. from the Royal University of Law and Economics in Phnom Penh and an LL.B. in Private Law from University of Lumière Lyon 2. As one of the first notaries public to graduate from the Royal Academy for Judicial Professions (RAJP), he brings a high level of professionalism and trustworthiness to his notarial services.

Mr. Pheng’s international experience includes working at the French law firm Legrand, Bursztein, and Beziz and completing an internship at the Notarial Office of Maîtres ANDRIER, BARRALIER, and MOYNE-PICARD in Annemasse (France). Domestically, he has collaborated with three major Cambodian law firms, advising clients on a wide range of legal matters including corporate affairs, business incorporation, tourism licensing, property law, land search, and commercial contracts. His advisory work on labor and social security law has provided valuable support to both Cambodian and international companies operating in Cambodia.

In addition to his practice, Mr. Pheng contributes to legal education as a Lecturer of Labor Law at the University of Puthisastra in Phnom Penh, where he combines his academic knowledge with real-world legal experience to educate future legal professionals.
